Anna Maria Island is not one city. It is a barrier island in Manatee County that holds three separate municipalities: Anna Maria at the north end, Holmes Beach in the middle, and Bradenton Beach to the south. Each runs its own building department and issues its own dock, lift and seawall permits. Anderson Dock & Lift Co. works across all three.
Dockage here is on the bay side. The Gulf shoreline is open beach governed by the state coastal construction control line, and private docks and seawalls sit instead on the east-facing canals and bay frontage along Anna Maria Sound and Sarasota Bay. The Water in Anna Maria Island
The island is bounded by the Gulf of Mexico on the west, Tampa Bay and Passage Key Inlet on the north, Anna Maria Sound and Sarasota Bay on the east, and Longboat Pass on the south. The Gulf Intracoastal Waterway runs through the sound behind the island, so bay-side canals open onto a marked channel rather than onto open Gulf. Anna Maria Sound and Passage Key Inlet are named in Florida’s Outstanding Florida Waters rule as part of the Sarasota Bay estuarine system, whose boundary description begins at the northern tip of Anna Maria Island. Tides are modest: the NOAA gauge at the Anna Maria City Pier shows a mean range of 1.54 feet and a great diurnal range of 2.17 feet.

Seawalls on a barrier island: what actually fails here
The City of Holmes Beach publishes its own Seawall Manual, and it states that almost all waterfront property in that city, canal-front and bay-front alike, is protected by a seawall, with many of the original walls near the end of their useful lives or already replaced. The manual documents the recurring failure modes: tieback rods rusted through, cap spalling with exposed rebar, slab joints separating and bleeding backfill into the canal, and berm loss at the toe that lets the wall kick out. Hydrostatic pressure behind the panels drives much of it. We build replacement walls and handle walers, supplemental helical tiebacks, riprap, cap replacement and drainage work.
Dock design under an Outstanding Florida Water designation
Because Anna Maria Sound sits inside the Sarasota Bay estuarine system Outstanding Florida Water, the statutory exemption for a private single-family dock is 500 square feet of over-water area here, not the 1,000 square feet that applies elsewhere in Florida. That threshold drives island dock layout. It favors a narrow access walkway with the deck area concentrated at the terminal platform. Seagrass in the Sarasota Bay system places a second limit on where that platform and the moored boat can sit, since the state looks for clearance between the vessel and the grass bed. We can build to the 500 square foot line, or run the full permit route when a slip needs more than that.
Boat lifts for canal berths and bridge-limited channels
The island’s mean tide range is under two feet, so a lift’s cradle and beam heights are set by the seawall cap elevation and the boat’s draft more than by tide swing. What does drive equipment choice here is salt exposure and the load path at the seawall face: an elevator or cantilever lift bears on a wall that may already be carrying tieback stress. Air draft matters too, since the bay-side route out passes under bridges at Longboat Pass and Cortez. We install Sea Mount, Hurricane and Deco equipment for PWC, pontoon, sailboat and larger yacht berths, and we service, inspect and repair lifts already in place.
Composite decking, piling wraps and dock inspections
Salt spray, tidal wetting and year-round sun hit the same surfaces on a bay-side dock. We build decks in Trex, TimberTech AZEK, WearDeck and Deckorators composite, and we wrap existing pilings to slow splash-zone loss at the waterline. Holmes Beach asks waterfront owners to hold a ten-foot no-fertilizer, no-pesticide buffer along the shoreline and to keep clippings and stormwater out of the canals. The city’s Seawall Manual also tells prospective buyers to have the wall evaluated by a marine contractor or engineer before purchase. Permits in Anna Maria Island
Who issues them: The municipal building department for the city the property sits in: City of Anna Maria (10005 Gulf Drive), City of Holmes Beach, or City of Bradenton Beach (107 Gulf Drive N). Above the city level, the Florida Department of Environmental Protection handles the environmental resource permit, and the U.S. Army Corps of Engineers, Jacksonville District, handles federal authorization for work in navigable water. Under the FDEP and Southwest Florida Water Management District operating agreement, FDEP (not SWFWMD) reviews residential docks, seawalls and shore protection structures in this area.
There is no single island permit office. A dock or seawall in Anna Maria goes to the Anna Maria building department on Gulf Drive, one in Holmes Beach goes to Holmes Beach, and one in Bradenton Beach goes to Bradenton Beach. Holmes Beach Code section 66-116 requires a permit before any seawall or marine structure is built or altered, requires plans by a Florida-licensed engineer, and requires a new wall to tie into the neighboring wall with no opening between them. Above that, FDEP holds environmental resource permitting for residential docks and seawalls here. Mangrove trimming for access needs its own FDEP authorization.
